Ve dvanácti letech byl poslán k učiteli Thiemovi, u něhož se učil na varhany a kontrabas. V sedmnácti letech přišel do Brna, kde se měl připravit na učitelství. Vzdělával se v hudbě u Gottfrieda Riegra a zcela se jí věnoval. K uvedení hraběte Chotka do funkce olomouckého arcibiskupa v roce 1832 napsal Titl slavnostní mši. V Olomouci, i když možná A. Bočkem podporován, nemohl existenčně zakotvit, a tak asi v roce 1833 odchází do Prahy. V Praze začaly vycházet jeho písně raně romantického charakteru, ovlivněné Schubertem, Schumannem a Löewem, skladby klavírní a pro mužské sbory. Od roku 1837 pořádal koncerty na Barvířském ostrově, které vzbudily velkou pozornost i Bedřicha Smetany.
Mimo oblíbené taneční skladby Straussovy, Lannerovy, Labického a dalších hrál i Beethovena a Mozarta. Titl v Praze vystupoval jako skutečný umělec. Po sezóně 1839-40 jej jako dirigenta získalo Josefstadské divadlo ve Vídni. Dvacet let (1850 – 1870) byl Titl dirigentem vídeňského Dvorního divadla, pro něž napsal nepřehledné množství ouvertur, melodramat, vložek, úvodů a jiných skladeb. Významným momentem jistě bylo první české divadelní představení ve Vídni, konané 29. prosince 1850, uvedené Titlovou „Ouverturou dle slovanských nápěvů“, v níž zaznívají nejen české písně a dokonce i melodie naší hymny Kde domov můj, ale též jiné slovanské melodie.
